About Mission Basundhara Portal

The Department of Revenue and Disaster Management, Assam has developed a new portal named Mission Basundhara to resolve and update the land records of the state of Assam. Mission Basundhara Assam Portal was launched by Assam Hon’ble Chief Minister, Dr. Himanta Biswa Sarma on 2nd October 2021. The Department of Revenue and Disaster Management is facing massive reforms and Mission Basundhara is one of those reforms. In order to streamline and solve land revenue services and make them more accessible to citizens, Mission Basundhara was conceptualized under the leadership of Hon’ble Chief Minister, Assam. Through this mission, the Government of Assam has endeavored to provide better service to the citizens and make the process hassle-free. Mission Basundhara Assam services

The nine services that Mission Basundhara will render are – 

(i) Land mutation by the right of inheritance. 

(ii) Land mutation after deed registration. 

(iii) Partition for undisputed cases. 

(iv) Conversion of 'annual patta' to 'periodic patta'. 

(v) Reclassification of land. 

(vi) Striking names of persons who are no longer in possession. 

(vii) Allotment certificate to periodic patta. 

(viii) Legacy data update. 

(ix) Mobile number update of pattadaar.

Components of Mission Basundhara

Mission Basundhara has only three main components. These three components of this mission of the Government of Assam are explained below.

  1. Purification of land records in a mission mode.
  2. Polygon survey of yet to be surveyed 672 non-cadastral villages.
  3. Re-survey of 18789 cadastral villages of 27 districts using hybrid methodology.

Main Services of Mission Basundhara

Mission Basundhara has many services that will be provided to the citizens. By using those services the people of Assam will be able to solve their maximum issues related to the land and revenue department. The main services of this mission are given below.

  1. Mutation by Right of Inheritance.
  2. Mutation after Deed Registration.
  3. Partition for Undisputed Cases.
  4. Conversion from Annual Patta to Periodic Patta.
  5. Reclassification of Agricultural Land to Non-Agricultural Land less than 1 Bigha.

Mutation by Right of Inheritance

Mutation means the registration of the name of a person in the Record of Right i.e. the Jamabandi. The ownership is transferred from the recorded landowner to the legal heir through inheritance. The mutation by right of inheritance shall follow the provision under Sec 53 A (1), ALRR, 1886. No user fees for the service.

Required Documents: To submit the online application for this service, applicants need to keep the below-listed documents ready.

  1. Death Certificate.
  2. Next of Kin Certificate/ Certificate from Gaon Pradhan or Ward Member or Executive Officer/ Probate from Court in Case of Will/ Relationship Affidavit.
  3. Consent of Other Next of Kin Opting Out of Mutation (If Any).

Mutation after Deed Registration

The process of recording the change/transfer in the title of ownership after the property has been transferred or sold. On mutation the name of the new owner is recorded and land revenue charged from the rightful owner. No user fees for the service.

Required Documents: Deed copy and NOC copy.

Partition for Undisputed Cases

Partition means division of a revenue paying estate in to two or more such estates, each separately liable for revenue assessed thereon. Every recorded proprietor/landowner in actual possession of the interest in respect of which he desires partition, apply for partition. No user fees for the service.

Required Document: Jamabandi copy.

Conversion from Annual Patta to Periodic Patta

Conversion is the process through which status of any land settled for one year (Annual Patta) is changed to longer tenure. Once AP land is converted to PP Land, the land owner shall have permanent, heritable and transferable right of use and occupancy in his land. No user fees for AP to PP conversion for rural areas.

Required Document: Up to Date Land Revenue Receipt.

Reclassification of Agricultural Land to Non-Agricultural Land less than 1 Bigha

If the usage of land is changed, the class of land also requires to be changed from the existing to a new land class. This service is for reclassification of agricultural land to non agricultural purpose if the land area is below one bigha and its use is restricted to construction of one’s own dwelling house. No user fees for the service.

Required Document: Up to Date Land Revenue Receipt.

Striking out of Name from Patta

The names of persons no longer in possession can be removes from RoR under Rule 116, ALRR, 1886 after hearing each case.

Required Document: Jamabandi copy.

Allotment Certificate to Periodic Patta

The allotment certificate to be converted to periodic patta after verifying the possession of the allotee for the stipulated period.

Required Documents

To submit the online application for this service, applicants need to keep the below listed documents ready.

  3. Legal Heir Document, if not original allottee.

Legacy Data Updation

Name Correction: Any rectification in name of pattadar, area of land and updation of the remarks of the Jamabandi to be made under Legacy Data Updation service.

Guwahati, Oct 2 (PTI) Assam Chief Minister Himanta Biswa Sarma on Saturday launched 'Mission Basundhara' aimed at

empowering people to resolve their land-related issues through an online system.

Terming the initiative as a historic and decisive step, the chief minister asserted that through this mission, middlemen would be eliminated from the system.

Securing land rights of the indigenous population is the prime objective of the mission and public, especially poor and disadvantaged sections, must be facilitated to get their land-related works done through Mission Basundhara', an official statement quoting the chief minister said

A total of Rs 225 crore would be spent on the implementation of the programme and the mission would be able to rebuild all lost land records of the state, the chief minister said.

Updating records in a mission mode is a major goal of Mission Basundhara' by offering nine land revenue related services online, including mutation and reclassification of land, Sarma said.

The application period in the portal is from October 2, 2021, to November 30, 2021, and the disposal shall be within May 10, 2022, Sarma said.

As part of the second component of the mission, a polygon survey would be conducted of yet-to-be surveyed 672 non-cadastral villages of the state by March 31, 2022.

The survey of non-cadastral villages shall enable granting land rights to indigenous landless people of the state.

The re-survey of 18,789 cadastral villages in 27 districts shall pave way for clearing land titles for the citizens, he said.

Mission Basundhara will also strive for achieving the goal of integration of maps, and records under Digital India Land Records Modernisation Programme while a re-survey exercise would lead to accurate, synchronised real-time land records.

Urging Circle Officers to work dedicatedly for making the mission a success, the chief minister asserted that nearly 700 land brokers have been arrested as a precursor to this initiative so that middlemen are eliminated from the system and now the Circle Officers must take up the responsibility to implement this programme with integrity and dedication.

This mission is an opportunity for all Assam Civil Service Officers to set an example of public service for the generations to come, he said.

Saying that inaction is the biggest crime, Dr Sarma warned government employees against complacency, negligence or corrupt practices in the implementation of the programme.
