Eligibility Criteria for Driving License in Assam
- Individuals must have attained the age of 18 years.
- Applicant must possess a learner's license to apply for a permanent driving license
- An applicant should apply for a driving license 30 days only after getting a learner's license and within 180 days of the date of the issue mentioned on your learner’s licence.
- To apply for a transport license, an individual should have attained the age of 21 years

Documents required for learner licence in Assam
You must be ready to hand over the following document while applying for a learner driving license.

The Chief Minister during the meeting reviewed the functioning of the department, the status of implementation of road safety protocols, and revenue collection. Further, preliminary discussion on providing 18 services of the department through online system within May 10, 2022, was also discussed in the meeting. Underlining the need for a paradigm shift in the Department, the Chief Minister urged the DTOs to develop more people-friendly environment in their offices by introducing citizen-centric services. He directed the department to make maximum services faceless and contactless so that people can avail them without coming to DTO offices.
Further, reviewing the road safety front, the Chief Minister emphasized constant research to reduce the number of road accident-related fatalities. He directed the DTOs to hold meetings with Police and Health Department officials every 3 months to assess the road safety measures and carry out necessary interventions. He also asked the department to work for new legislation incorporating stringent penal provisions for violators and safety enforcement measures.

The Transport Department in the meeting also exchanged an MoU with Ms. KD Iron and Steel Co. for a registered vehicle scrapping facility. This project will be implemented with a financial outlay of Rs 75 crores. As per the MoU, a collection and dismantling center would be developed at Moranjana, Rangia in Kamrup District for End of Life Vehicles.

How to Obtain a Learning License in Assam?
A learning license issued in Assam is valid for a period of 6 months and an application for a permanent DL can be made only after obtaining a learner’s license. A learning license is issued by the Assam RTO and the applicant can follow any one of the below application processes.
The online application process for obtaining a learning license in Assam
- Visit parivahan.gov.in/parivahan/
- Click on online services and select driving license related services
- Enter the name of the state-Assam
- Click on apply online and select learning license
- Fill and submit the application form online
- Upload the documents
- Pay the application fees
- Book a slot for the LL test
- The learning license is issued to the applicant on passing the test

- Go to the Important Links section.
- Click on the "Online Application"; a new webpage will be opened.
- Next click on ‘Online Services, select ‘Driving License Related Services’ and the select state as ‘Assam’ from the drop down button.
- You shall see a popup message ‘Contactless License Services’. Select ‘Issue of Learner's License’.
- Read the ‘Instructions for Application Submission’ and click continue.
- Select the category of vehicle and choose from the option and click on the ‘Submit’ button.
- A page "Authentication with e-KYC" will be displayed. Select the option ‘Submit via Aadhaar Authentication’ and click the 'Submit button.
- Enter your Aadhaar Number and click the ‘Generate OTP button. The OTP will be sent to your Aadhaar registered mobile number. Enter the OTP and tick all the declarations on the page and click and then click the ‘Authenticate’ button.
- After the authentication, upload the signature and make the payment online.
- After the payment, you can log in with the application number generated and the password sent to your registered mobile number. A mandatory Video tutorial will appear, and the applicant will have to watch the full video (without skipping). After that, the Learner's Test will appear. The applicant can take the test at any time from any location (home or any other place).
- After the test, your result will be displayed.
- lf passed, the link for Learner's License download will be sent to the registered mobile number. You can download the Learner's License from the link. Alternatively, you can also download the Learner's License from https://parivahan.gov.in/parivahan/.
- If failed, you need to appear again for the Learner's License test as per rules.

- Move on to select the type of vehicle(LMV, MCWG etc.) and click submit

The offline application process for obtaining a learning license in Assam
