Assam Society for Comprehensive Financial Management System. [AS-CFMS]World Bank Aided Project ASPIReLast Date: 19/01/2019.

The Government of Assam has taken up the Assam State Public Finance Institutional Reforms Project (ASPIRe), with a World Bank funding of USD 44 million (approx. Rs.274crore). A SPV, Assam Society for Comprehensive Financial Management Systems (AS-CFMS) has been created for this purpose, within which a Project Management Unit has been created. 

AS-CFMS intends to hire eligible candidates for following positions:



1. Human Resource Manager
No of posts: 1
Educational Qualification: 

 Must have experience in delivering similar nature of work in State Government/PSU.
 At least 2years MBA with HR or Personnel Management from any Govt. recognized University with overall experience of at least 5 years.
 MBA Degree will be preferred
 Experience in offline and online applications using and working with advanced computer tools.

2. Business Analyst
No of posts: 1
Educational Qualification: 

 Must have experience in delivering similar nature of work in Private sector/Govt/PSUs.
 At least BTech, BE, MCA, or MBA, PGDBA in any discipline from any UGC recognized institution/University with overall experience of at least 2 years as a Business Analyst.
 Must be able to analyze business requirements and processes through document analysis, interviews, workshops, and workflow analysis.
 Should have Knowledge and hands-on experience on tools like Rational Rose, Microsoft Visio, etc.
 Must be able to liaise between business/government and technical personnel to ensure a mutual understanding of processes and applications.
 Strong analytical skills, and the ability to synthesize complex concepts and to communicate them effectively.

3. Senior Business Analyst
No of posts: 1

Educational Qualification: 
 Must have experience in delivering similar nature of work in Private sector/Govt/PSUs.
 At least BTech, BE, MCA, or MBA, PGDBA in any discipline from any UGC recognized institution/University with overall experience of at least 5 years in Business Analysis.
 Must be able to develop business architecture using requirements such as scope, processes, alternatives, and risks.
 Must be able to analyze business requirements and processes through document analysis, interviews, workshops, and workflow analysis.
 Must be able to translate stakeholder requirements into over tangible deliverables such as functional specifications, user cases, user stories, workflow/process diagrams, data flow/data model diagrams, Wireframes, prototypes, Business Process Modelling Language (BPML), Unified Modelling Language (UML) etc.
 Should have Knowledge and hands-on experience on tools like Rational Rose, Microsoft Visio, etc.
 Must be able to provide input into developing and modifying systems to meet business needs and develop business specifications to support these modifications.
 Must be able to liaise between business/government and technical personnel to ensure a mutual understanding of processes and applications.
 Strong analytical skills, and the ability to synthesize complex concepts and to communicate them effectively.

4. Operational Manager

No of posts: 1

Educational Qualification: 
 Must have experience in delivering similar nature of work in State Government/PSU.
 At least Graduate in any discipline from any Govt. recognized University with overall experience of at least 5 years.
 MBA Degree will be preferred
 Experience in offline and online applications using and working with advanced computer tools.

5. Junior Financial Management Specialist

No of posts: 1

Educational Qualification: 
 Must have similar experience in at least one Society driving World Bank aided project.
 At least Graduate in Commerce discipline from any Govt. recognized University with overall experience of at least 5 years.
 At least 03 (three ) years experience in State/Central/Govt registered Society in Assam or North East.
 In-depth knowledge and understanding of State Accounting procedures as well as World Bank Financial Norms
 Experience in offline and online applications using and working with advanced computer tools.

 Proficiency in working with Tally or some other Accounting Packages.

6. Content Writer

No of posts: 1

Educational Qualification: Post Graduate Degree/Diploma in Mass Communication/Journalism or Post Graduate in English

7. Visual Design Specialist

No of posts: 1
Educational Qualification: 
 Degree/Diploma in graphic designing/fine arts
 Diploma in animation
